Summer Open Enrollment Period


Human Resources Wellness & Benefits Fair

​Human Resources is pleased to announce that Summer Open Enrollment for University of Houston employees will be June 29, 2026, to July 10, 2026. During this time, faculty and staff are encouraged to review their current selections and make any desired changes to their benefits for the upcoming plan year, as well as to attend the HR Wellness and Benefits Fair occurring Wednesday, July 1st, 10 AM- 2 PM, in the Campus Recreation and Wellness Center.

During Summer Open Enrollment, you’ll be able to make the following changes to your benefits:

  • Health

  • Dental

  • Vision

  • Optional Term Life Insurance (EOI)

  • Voluntary Accidental Death & Dismemberment (AD&D) Insurance

  • Short-term and Long-term Disability (EOI)

  • TexFlex flexible spending accounts (FSAs) – Health Care, Dependent Care and Limited FSAs
    ** Some benefit changes require Evidence of Insurability (EOI)


Important points to remember:

  • ERS began mailing Personal Benefits Enrollment Statements (PBES) on June 15, 2026.

  • Log into the ERS website to ensure that your personal information is accurate.

  • All Family Status Changes and Post Hire Changes (PHCs) occurring between June 22 – August 31 will be processed by Human Resources.

  • If you do not enroll or make changes during Summer Open Enrollment, you will be automatically enrolled in the plans you currently have.


TRS Plan Year 2026-2027:

Contribution rates
Retirement contributions rates, employee (8.25 %) and state (8.25%), will remain the same.

Premiums are changing in the following plans: 

  • HealthSelect of Texas® and Consumer Directed HealthSelectSM—8% increase for those who pay premiums.

     

  • State of Texas Dental Choice PlanSM preferred provider organization (PPO)—12.5% increase to enhance the provider network

     

  • State of Texas VisionSM—7.5% increase primarily due to inflation and greater use of plan benefits. Please view Plan Year 2026 rates here.


The University of Houston does not have any control or decision-making authority over these premium adjustments.

Increases to out-of-pocket maximums:

The HealthSelect of Texas and Consumer Directed HealthSelect health plans’ total annual in network out-of-pocket maximums (medical and pharmacy combined) will increase on Jan. 1, 2027 to $8,500 per person per individual (up from $8,300) and $17,000 per family (up from $16,600) to align with the IRS maximums.


Updates to flexible spending account (FSA) contribution and carryover limits:

  • For PY27, participants with a health care or limited-purpose FSA will be able to set aside up to $3,400 (increase from $3,300) for the year through monthly, tax-free deductions from their paycheck.

  • The maximum contribution for dependent care FSAs increased to $7,500 (from $5,000) for the year. Highly compensated individuals based on IRS definitions who elect to enroll in the TexFlex Dependent Care FSA, the maximum amount they can elect each year remains $1,250.

  • The carryover amount for health care and limited-purpose FSAs from PY27 (ending Aug. 31, 2027) to PY28 (starting Sept. 1, 2027) increased to $680 (from $660)


Dental Benefits:

In its August 2025 meeting, the ERS Board of Trustees awarded the third-party administrator contract for the dental plans to Humana Dental. The six-year service period will begin Sept. 1, 2026, and go through Aug. 31, 2032. Delta Dental will continue to administer the plans through Aug. 31, 2026. Participants enrolled in either of the dental plans do not need to re-enroll because of this transition. They will be automatically transferred to the same plan with Humana Dental on Sept. 1, unless they end their coverage or change dental plans during Summer Enrollment or due to a qualifying life event. However, all participants in the DHMO plan will need to designate their primary care dentist (PCD), even if their current PCD is in Humana’s network. Beginning Aug. 3, they can designate a PCD after they create an account. Beginning June 1, participants should check Humana Dental’s provider network. If they need to find a new dentist, Humana Dental can help them find an in-network dentist in their area or they can also use the following websites: 

  • June 1 – Aug. 31: Visit your.humana.com/ERS and select “Find a dentist”.

  • Starting Sept. 1: Visit ERSDentalPlans.com to search for providers and access account.


Vision Benefits:

 EyeMed is the administrator of State of Texas Vision.


Disability Benefits:

Texas Income Protection Plan (TIPP) some employees may see a change in their premium if they’ve had a salary change as of Sept. 1, 2026.
